BE SPECIFIC PEOPLE ! (Legislative Reform Actions & Ideas)

I recently just joined my local Tea Party in Orange County California and went to my first meeting. This is the first time in my life that I've become active in politics and my only real criticism would be that there is a lot of anger and energy and complaining about the system and the way the federal government is run, but very few specific ideas on what to do.

We need real reform ideas, not just demanding candidates promise things.
Like our founding fathers, we need to put in place checks and balances that handcuff whatever politician or party is currently elected.

So, in that spirit, I have come up with 2 simple, easy to understand reforms that, I believe, will restrain the federal government regardless of which party is in the majority.

REFORM # 1

*** LINE ITEM VOTING ***

Description: Elected representatives in the house and senate MUST cast a vote for EVERY LINE ITEM of EVERY BILL brought up for consideration.
The next time a 2000+ page bill comes to the floor, they MUST READ and VOTE on each and every line item of spending, regulation, provision, revenue enhancement, or tax change.

By forcing our representatives to actually VOTE for every dollar spent and every project proposed, we, as citizens, will force our representatives to assume the awesome responsibility for how our HARD EARNED tax dollars are spent.

NEVER AGAIN will a candidate be able to hide behind the excuse that they had to vote for that bill, even though they disagreed with many parts of it. That is exactly how the Amercian people have been swindled for years.

DEMAND LINE ITEM VOTING! DEMAND EVERY CANDIDATE TO SIGN A PLEDGE FOR LINE ITEM VOTING!
EVEN if this takes a constitutional ammendment, which it won't.

Congress can, on it's own, choose to vote on each line item.
The committee system already does this. Except only a handful of people actually vote on each line item right now.
